The government announced that local authorities in England are to get a 6 per cent real increase in both management and maintenance allowances for council homes in 2004-05 and 2005-06.

The government began consultation on proposed increases in housing finance for local authorities in England. Total subsidies in 2003-04 would be 3.86 billion, representing an average cash increase of 8.1 per cent for management and 5.7 per cent for maintenance. The government said it expects that the average national guideline rent will be 45.53 a week (up from 43.32, a rise of 5.1 per cent).
